It could be the same (mint-)place. It is just a matter of orthography. Compare Gházán versus Qázán. Similarly Azaq could be alternatively written as Azagh since pronounciation was in Turco-Mongol milieu near to Azag.

Of course, Azagh it is variant for Azaq!
But I don't know what do two letters in third line.
Some ideas I have, but I'm not sure now.
